Image source : https://nptel.ac.in/courses/105103097/4 Look at the saturated phase diagram from above picture .Its contain only water and solid particles with no air .So its two phase system Now ,look at again in dry soil diagram ,you can see the dry soil contains only Air +solid particles with no Water .Its also two phase system . But if we look at Partially saturated soil diagram then we can clearly see that it contains water+solid +some air because its not fully saturated . Fully saturated mean no air . So Partially saturated soil is three phase system. still ,If you have any confusion then please see the below diagram also .
